Enviado a Estados Unidos por el gobierno francés con el fin de estudiar su sistema penitenciario, el autor profundizó en su sistema político y en su organización social, que luego recogió en esta obra. En ella analiza los puntos fuertes y débiles del sistema. Este breve texto recoge la última parte, síntesis de su pensamiento y de tantos pronósticos que luego se han cumplido.
