En una primera parte, se destacan los esfuerzos de la administración romana para imponer su dominio sobre las aguas. En la segunda parte, se atiende a las diversas formas de cruzar el río por parte del emperador y su ejército y por último, en una tercera parte, se examinan dos casos particulares: las relaciones del poder imperial con el Tíber y el Nilo.
